Just downloaded the latest version version 30.4.8
Tried and got the same error message when I activated – denied.
Now it deactivated the free plugin so I activated only the pro plus AND IT IS ACTIVATED! Yeah!
This was the error – when the free is activate it denies activating the pro plus with a fatal error message.
I checked error logs but nothings was reported about the try.
So it seem resolved. Just the moment reading your answer. Haha, Cool

A user of WordPress Tooltips reached out to us expressing their love for the tooltip plugin but mentioned that they do not need to use the directory functions on their WordPress site. They discovered a few options in the WordPress directory settings panel that allowed them to disable the WooCommerce directory, WordPress post directory, WordPress page directory, and job board directory. By disabling these directory functions, they were able to improve the loading time of their site. However, they couldn’t find an option to disable the member directory and requested that we add a new option to disable the WordPress member directory in order to prevent the loading of related resources on their pages. 🙂

Tooltips are small popup boxes that display additional information such as text, video, audio, images, Google Maps, QR codes, links, Wikipedia, Youtube, Soundcloud, PDFs, GIFs, SVGs…and more. These tooltips will appear when users hover over an element on your pages. The element could be a word in your post, an image on your page, post title, post tag, a search form input box, a word in a menu item, a widget in your sidebar, a label in a contact form, a word in a WooCommerce description or WooCommerce additional information tab, ACF tooltips, a word in a comment, fields in a pricing table, WordPress buttons, or multimedia content for an image or gallery… and so on.
When a user hovers over an item with the pointer, a tooltip box will appear. You can add text, images, videos, radio buttons, audio players, social links, and more to the tooltip box. Tooltips can be added to various elements such as post titles, post content, post excerpts, post tags, WordPress archives, WordPress menu items, galleries, and so on.
