Our wordpress tooltip developer checked this great ticket, and we developed wordpress smart content links with tooltips  3.3.0 to realize the feature for the user, now you can use the shortcode like this way:

Please note, by default, the height of smart content link bar will be set as “auto”, if you did not add “width” in the shortcode,  the width of smart content link bar will be set as ‘100%’, if you did not add “bg_color” in the shortcode, by default the background  color will be set as #eeeeee 🙂
