How to create tooltips for contact form 7 in wordpress tooltips free plugin?
1: Login wordpress dashboard and click tooltips menu item, and then click addons sub menu item
2: In tooltips addons sub menu item, please enable tooltips for contact form 7, it looks like this:

3: In tooltips menu item, click add new to create a new tooltip, and then just enter the filed name of contact form 7 as tooltips title, then add your description in the tooltip content like this:

4: Then in the front-end, you will find wordpress tooltips plugin have added tooltips effect on contact form 7 labels:
